"Keep the commercial and PSA in good taste"
It seems to me that there is a fine line between what is tasteful in the eyes of the FCC and what is distasteful. It is understandable that the FCC has so many regulations because it wants to protect the audience from obscene and inappropriate material. After reading in the Writing Style section I can see that there are boundaries sometimes border lined.

There is a fine line, and I think the shape of the line will depend on the place, people, and context in which FCC is acting.
